Mikey Tannous and Zane Camroux combined from the scrum to set Harrison Henson up in the right corner for the first try of the match.
Penrith hit back through Timothy Sielaff-Burns, and the winger produced a special effort to ground the ball just inside the touchline for his second of the day.
Josh Feledy scored his sixth try of the Jersey Flegg season to open the second-half scoring, with the powerful centre proving too much to handle from dummy half.
Feledy turned provider for the home side’s next try when his flicked offload put Jay Kirk over for Wests Tigers’ third.
Penrith replied with their third shortly after but Chris Faagutu crashed over on his Jersey Flegg Cup debut to extend the Tigers lead.
Zane Camroux displayed his express pace when he burnt the Panthers defenders to score, with the halfback converting his own try from the right touchline.
A late Panthers try was too little, too late, with Wests Tigers coming away with a much-needed 28-20 win.
